Why You Need to Fill Out the Compliance Form
You must fill out the compliance form because the federal government legally classifies precious metal refiners and dealers as “financial institutions,” requiring them by law to verify the identity of their suppliers. Under Section 352 of the USA PATRIOT Act and regulations enforced by the Financial Crimes Enforcement Network (FinCEN), refiners are mandated to maintain strict Anti-Money Laundering (AML) programs.
Because precious metals are highly liquid, portable, and untraceable, they are attractive vehicles for money laundering and terrorist financing. Refiners face severe civil and criminal penalties if they process materials from unverified or illicit sources.
